Korea is expected to close international adoptions sometimes this year, they are more for domestic adoption. However, China is a very stable program but you should consider adopting special needs because if you are expecting a healthy, infant baby then that takes over 5 years and the wait is getting even longer. The policies for adoption in either of those countries could change tomorrow and/or the US policies regarding international adoption could change. There is no way to speculate what may be the case a decade or more from now.
