hello. we used very small pebbles for the concrete decking of our pool. pebbles here are beige colored and sometimes gray to black in color. but are also available in varied shades of green and brown. you can have a mix if you want but we opted for beige to light brown shades to create clean looks.
our experience with small pebbles is that they somewhat grip your feet and flip-flops even when wet, are easy to clean and resistant to chipping when compared to tile.
to prepare this, we mixed pebbles with concrete and white sand and place it over the existing rough concrete floor. then lightly damp or smear with clean water to remove some of the concrete on top. this will expose a small portion of the pebble. you can apply a coating of clear emulsion when dry if you like.
its better to use pebbles that are 1/2 inch wide. it creates a better-looking deck than 1 inch or more sized pebbles. hope this helps.

the pebbles the other poster refered to is called aggregate, yes it is non-slip only because it is impossible to actually run on it (hurts like no other). After time these pebbles will start to break free from the concrete, yet it is one of the cheapest decks to have done. Another option which is very popular where we build pools is called Spray Deck. Has the look of a stained concrete, is non-slip and remains cool. Stained concrete is very slippery but there is a product called Deck-O-Grip that can be applied easily to many deck surfaces to make it slip resistance. Yet another option is to go back wth concrete but have a "heavy broom finish" this will make it slip reisistant but like aggregate is uncomfortable to walk on barefoot.
Keep in mind that the Spray Deck will probably be the most economical as it can be applied to your excisting deck as most others you will need to demo your current deck.

We have used a number of different materials on similar jobs such as stamped concrete, tarmac and block paving but undoubtedly the best we have seen has to be rubber safety surfacing found in playgrounds. There are not many companies in the industry so you'll have to search around. We have used http://www.rubberscape.co.uk as they came highly recommended After using them on a few projects we would recommend them too, cost effective and reliable friendly service.

If by upgrade you mean remove and replace, then I have no suggestions. If, however, your looking for an inexpensive and 'safer' (nothing is safe when children are involved) product , then I suggest you check out non-slip deck paints, available at Lowes and Home Depot. That product plus rules about not running around the pool should make for a safer summer.

will cost a fortune but if you get tiles made of crushed shells they will look great, never get "hot" (not scorching like concrete), and be very slip resistant. +- 50 bucks per square foot.
